You're assuming the same political situation in the Middle East then and now, which is far from true. 35 years ago, the world wasn't focused on the middle east, they were focused on the Cold War. Also, the US wasn't so infatuated with Israel back then so much as they are now; politicians didn't wear Israeli pins in addition to their little American flag pins in 1967.
But I agree, Iran has every right to strengthen it's capability to defend itself. Every sovereign nation has the right to and should defend themselves from outside aggression and I fail to see how this could conceivably be used in an aggressive fashion, excepting defense of attacking Iranian forces, but Krypton already pointed out the flaw in that argument.
