If I were to guess, I'd say a lot of them are accustomed to being tight-lipped around other Canadians, and when they're around Americans it's like the sheltered college freshman going to a bar for the first time.
Eventually one of these "studies" will show that forcing people not to say something doesn't prevent them from thinking it, not even over time, and that in the tiny minority of cases where true racism still exists, speech codes aren't going to change anything. The only cure for prejudice is exposure and in some cases substance abuse.
