I hear what you're saying, but all these bad guys from each season had their own personal motives and agendas, there's no way they could have all been working for a singular mastermind. now that I think of it, there is actually a tiny ongoing connection in the seasons; it's that assassin from season 1 who also injected palmer, but she's just a freelance assassin. who's never been caught yet, lol.
also, the show revolves around ctu and we all know what that stands for, so that's what jack must battle all the time, and I'm one of those who's up for sitting back and enjoying that every season. something on a smaller scale, like some random guys kidnapping kim and jack goes on a rampage, wouldn't work for a full season, it has to be big. it's tough for the writers to satisfy everyone, I can imagine..I enjoy the show for what it is.
maybe you're just getting bored of the show, lol. you could maybe check out MI5 which is a british show some people compare to 24, although I personally can't sit thru an episode of it. and the star of that show is a dead ringer for pvd from a distance, lol
