It equates to a little more than 4 shots of 80 proof liquor, i.e. vodka, whiskey, rum. So the answer is...maybe? I think that will probably put somebody at 113 lbs over the legal limit (0.08% in CA) if you drink it all quickly and then get behind the wheel soon after. Here's my math:

750 mL = ~25.36 oz
At 10.5% ABV, that equates to ~6.66 oz of liquor @ 40% APV (80 proof)
Each shot is 1.5 oz, so this is equal to ~4.44 shots.
