It's a good question but it really comes down to were you lived at the time. In the U.K it had to be Judge Jules although he doesn't produce trance his radio show was instramental in the launch of trance.

Those tho was before 1999 but they showed some kind of direction it all went to. Of course it's only a part of the whole thing, others did a lot too, but my vote goes for PVD.
