For a search of a person the officer must have reasonable suspicion as to the person carrying a weapon. Then they can stop and frisk for a weapon. (Terry Stop)
But ya, if they have a probable cause as to something in the car, then the whole car is fair game to search. (Automobile Exception)
Other exceptions:
Search incident to legal arrest: Can check the area around the wingspan of wear the person was.
Plain view - If the substance is in plain view and the officer at a lawful vantage point and it is apparent from the look that it is illegal.
Inventory search - If they legally tow or seize a vehicle and the jurisdiction has preset procedures to inventory everything in the car, or when they inventory whatever you have on you when you go to jail.
