In 1990 "What time is love" wasn't slow compared to the other tracks. At least not at the compilation series I know it from: Turn Up The Bass - Volume 10

But it was just before Eurodance started to become more clear. In 1991 all the big names started to appear including 2Unlimited and the bpm went up.

Compare the original bpm to this one (1992):
KLF - America: What Time is Love

This one back then I remember as a fast one:
