The quartz lock is as miamitranceman said a feature that locks the pitch at 0% when you move the pitch slider over it.
Problem (for some people) with the quartz lock is that when you move over 0% there is a small click, a groove that the pitch fader slots into. Some people don't like having it there.
This was one reason why i went for the MK3D (1210's) but it's not a biggy and a lot of the lads (and lasses) on here will agree that a solid set of 1200's MK2's (the model with the quarty lock feature) will work for years to come after your purchase, even second hand.
Don't get me wrong, it's great buying new gear. Everyone loves it! But for the scenario you've put in front of us, only wanting to mess around with decks etc i can't recommend buying new.
Just my opinion though.
