what if there was a disaster in sacremento (earthquake for example)...and that was the only hospital left...would they kid out the kids to treat Americans? or not?

I don't know, man. Either way I think you're looking at this a bit selfishly. If this happened in Sacramento and the media put the spotlight on it like the case here, people would step in and help the same way. There's nothing wrong with a little humanism.
