Dude, you truly have no idea what you're talking about, none. You are referring to layer 1 (physical layer) of the OSI model which has no bearing on "tracking" a users internet activity. There are many ways a user is "tracked" online but the physical layer is not one of them.

I hate to use Wikipedia for this but they nailed it on this one.

The Physical Layer defines the electrical and physical specifications for devices. In particular, it defines the relationship between a device and a physical medium. This includes the layout of pins, voltages, cable specifications, Hubs, repeaters, network adapters, Host Bus Adapters and more.
