It might be staph, but if it is, its probably the more common infection type known as a boil. Its a staph infection around a hair follicle.

I have gotten them a few times before, I actually had one on the side of my neck a few days ago. I poppped it and it went away within a day and a half. To be honest I blame washing with soap that morning. 
They are usually painful to the touch, and if they are on your shoulder then any movement of the skin around there can irritate it.
I got one on a pube once, ffs that hurt like a bitch!!!
My advice, DONT try and pop it using your fingers, if you feel like you need to see a doctor do so, otherwise what I have done is sterilize a sewing needle using a lighter and rubbing alcohol/hydrogen peroxide and then puncture the boil. Squeeze so it drains and then keep the puncture wound clean. Holding a hot towel against the boil before and after can help facilitate draining. If it doesn't clear up in a couple days go to the doctor.
A topical disinfectant, like Neosporin or something along those lines is best to keep the area around the puncture wound clean as it heals.
