The crossing road of the intersection (Roosevelt Boulevard) is the main thoroughfare of most of the city (12 lanes, divided into 4 sections, 2 each in opposing directions) its the one going from bottom left to upper right in map below

A lot of people making a left turn onto that road from the cross street (Grant) feel they HAVE to turn into the lane that's closest to them instead of moving to the furthest lane (even though there's crossovers placed frequently along the medians.) They have to wait for the batch of cross traffic on their left to clear, of course. Although, if they moved up to the next lanes, they could easily make the turn without waiting.
Anyway, just one of these people backs up all the traffic behind them, causing the intersection to be full of cars when Roosevelt traffic gets the green. Causing Roosevelt traffic to sometimes be stuck in the intersection at the next light switch, causing more timing errors, etc.
