You really should not use harmless and flu vaccine in the same sentence especially since it has proven to do absolutely fuk all in preventing anyone from contracting H1N1.

This is a very vague bill/framework to pass new technologies which already do exist under the public's eyes, hence why this particular info was in the "non-discussed" section.
