I assume you're referring to OS3.3.4? I downloaded it a few weeks ago with no problem.

Well as far as I know formants are the spectral peaks associated with vowel sounds produced by human vocal cords. So I'm not 100% sure but my guess is formant filters screw with frequencies associated with these sounds

Yeah, I think that's pretty much spot on. From my limited technical understanding, a formant filter is a series of band-pass filters with a fixed resonance that can be modulated to create vowel-like sounds (but, that also may not be 100% technically accurate).
