Find any house for sale, doesn't have to be listed by her, and call her office and ask if she could give you a showing. If she asks who you were referred by just say that the neighbor of the house for sale saw you poking around one day and recommended you.

But aren't houses assigned to specific agents? Like, if I want to see a house that isn't 'hers' so to speak, wouldn't she have to refer me to the agent that it does belong to?

narcism, there are certain court systems in Canada that you can have your lawyer or some outsourced party serve the papers, but for residential dispute stuff, you have to do it on your own.

If we 'exhaust all options' in trying to serve her, we can apply to the courts to have a professional do it, but we have to do an affidavit and a bunch of shit first.

Also why not just drop by her place of employment, she probably has given people the heads up who she works with and they lied to you about only being in for appointments. It could also be a work policy not to disclose working hours over the phone. We have something similar as we don't know whose calling, so we say the same thing.

If she is not there, keep going back, or just sit outside until you see her (stalkerish but its one way of getting her). Do you guys have some sort of electoral roll/ phone book system, where you can obtain the address for someone?

Also down here for rental properties which are advertised via the net they state the real estate agents name. Look around and see when there is an open for inspection and she is bound to be there.

Not really, when you see a sign that says "Call Joe at 555-1212" or whatever, that's because "Joe" is the listing agent, he's just the guy that the sellers called to sell their house. You can go through anyone to buy your house. They just split the commission then.
