Most people are pretty excited to tell their friends that they got engaged, I don't see that as attention-seeking behavior.

If she ran out onto the balcony and yelled "Hey everybody, look at me! I just got engaged" then ran around the hotel lobby screaming, then yeah - you'd have a point.

Taking a pic and sending it to your friends is pretty normal/expected behavior I'd say.
