Why do you think they raise fares & raise all the fees for all services here in Toronto? They already tax the hell out of those of us who actually live and work in the city but it's not enough, because Toronto itself is only 2.5 million peeps living and working here, while about 2million peeps that DON'T live here, just come to work make their $$ and take it back to where they live and spend it there.
You're forgetting that the city owns the streets (and to some extent the highways) & the TTC. How they choose to allocate or apply the funds they receive from tolls is completely up to them. The difference if they want to expand the highway north of Newmarket is that the city of Newmarket or York Region along with the Province would pay the bill. It has nothing to do with Toronto nor should it. The fact is that people who live and work in Toronto don't nearly go 'outside' of the city on a daily basis as much as those from the outside come into the city.
IMO, If you don't live in Toronto, but come here to work, party, hang out and use our roads/highways/anything...then why not charge? Those of us who do live in the city pay our taxes and all other fees associated with services and it all stays within the city. The majority of what we make and where we spend it stays in the city we live in, and not in Peel, York, Halton, etc..

they're not even remotely in the same realm of traffic density or commuters when you look at the stats, more specifically daily stats. But I'm sure that if the community of Barrie felt the need to charge, then it would be something they would look into I suppose. As it is, they would love more visitors up north. Adding fees would deter them when city folks can take alternate routes or simply go somewhere else.
edit: besides, if city folks do go up there it's because, as you've mentioned, they are going to the cottage. That means they have property up there and pay taxes to the city where it's located. More than what can be said of people who only work in the city but live elsewhere.

pfft. lol. you're the one who needs to come down here to party and take pics of all the clubs u work for. The days of East/West Beaver Creek are done buddy. There's only houses and businesses up there, hardly the 'Entertainment' you get downtown Toronto. Besides, what out of towners spend in the city helps the overall economy but does little to nothing as far as municipal revenue is concerned.
