That's almost entirely because a huge demographic of people had been inducted into dance music around 1998-2001 during the epic trance boom (I was one of them). I don't have the same nostalgic reverence for this period, and my opinion on early-00s prog isn't too different to my original verdict: most of it is fucking boring. Ishkur has this idea of the "great anthem crash" where everyone got sick of epic trance bombast and started making anti-anthemic music, and that's a good definition of this type of prog. I find it funny when people bemoan tech house hegemony and then wistfully talk about early-00s prog, because this is where modern tech house's anti-melody, anti-drama, anti-fun aesthetic was born. It's basically the beginning of the end of progressive, and it's certainly the death of everything the genre originally stood for.

To delve deeper into that, what were some of the factors feeding into it? Was it simple crowd burnout of the convention or was it that new DJ's were flooding the market who lacked experience and expertise to pull off combinations which sounded good, and therefore needed something much simpler, who helped shape it? Or a combination, there-in or elsewhere?

Yes, I also read that in the existing version of the guide, but I was under the impression that it was in reference to what he categorically refers to as the 'Tech Trance' (which seems to be more commonly referred to as Progressive Trance) sound that was being championed most prominently by the major British DJ's towards the end of the 90's and well into the early 2000's, which then seemed to taper off into what is considered to be the 'Progressive' typically associated with the timeframe this thread is concerned with.

Both, to an extent. It was simply the massive, massive popularity of epic trance. It may not have been obvious in the US, but this stuff absolutely flooded the charts in the UK and Europe. Trance hits became pop hits. When any style gets that popular, it brings in a lot of bad DJs who abuse the style, and a lot of shit trend-hopping producers who saturate the market with terrible clone records. You can see the same thing happening with dubstep today.

A huge number of people got sick of epic trance and trance DJs. Prog was a stylistic backlash: it stripped the music right down. If you were on TA around 2002/3, you'll remember a massive war between trance and progressive. Similar to the kind of war waged between trance and "minimal" these days. This early-00s prog was the plink-plonk of its day.
