There are better technologies out there for videoconferencing, Skype is just a popular and free medium. But its much like an analogy that a wealthy person would avoid taking public transit. Rich and powerful always like to throw very lavish and expensive parties. The difference is that politicians prefer to use taxpayer money, not their own.
Agreed with Skipper, I doubt the Russians would spent $830 million on G8 security, thats a huge chunk of cash there. It is a question of how well the money is spent, and in this case the taxpayer money is flowing generously and freely ...

800 mil is a lot, but I'm guessing they factored in cost for months of planning, buying/moving equipment, wages, food, etc.
dunno how many security personnel are involved, but i know the canadian military is bringing a lot of dudes down, in case hippies go out of control and riot cops can't handle the situation

$820 mil is a pretty standard price tag for an operation of this sort. You've got RCMP, OPP, Toronto Police Service, CF, DFAIT, and Public Works all coordinating operations. The planning and training has been going on for over a year, and the number of personnel is huge. It's not just front line cops and soldiers, there is also a large support element that is required for events such as this. Police have been on the ground for at least a month collecting intelligence, conducting risk assessments, and consulting with organizers on security needs and construction. These people all have to be housed, fed, transported, and yes, entertained.
Necessary? It may seem like overkill, but the Americans in particular are very sensitive when it comes to these types of meetings. If the I's arent dotted and the T's crossed - they don't come. Considering the activist history at these types of meetings, Nobody should be surprised at the price tag. Want to spend less on security? Leave your anarchists, black bloc, and assorted idiots at home.
