The reason we do not have this need to mobilize now is because of technology, specifically nuclear weapons. Massive war has become a world ending event, and we are stuck in low intensity conflicts that neither motivate the masses nor spur any need for production.

but for the second, I'd say it relates more to the triumph of the 'not my problem' mentality, the impact of which extends far beyond progress in military technology development.
