technically you can't have an RH of 0%. although it's a minute percentage, our atmosphere is made up of water vapor. the idea of no amount of water in the air you breath is just ludacris.
no but seriously, you can't get an RH that low. single digits sure; but it's kind of like absolute zero (it's a theoretical item). even if Antarctica, where everything seems to be frozen, there is still water vapor in the air. granted, it's in the form of ice crystals, it's still there.
you mentioned air temperature; but what's your dewpoint?

Erm... low? I don't think I've ever seen anything dewey here unless it's below 10 celsius. But, I'm a layman, I'm just trying to remember when was the last time I took a stroll in the middle of the night, after being disturbed in my sleep by some spooky voices with an Australian accent that haunt my bedroom, and I saw the vapour had condensed into what seems to be some sort of "liquid frost" in the grass around my house.
I can count on my fingers how many times I've seen mist and haze more than a few metres away from the lake. And I've been here for almost two decades straight!

it's hard to explain, but dewpoint has nothing to do with dew on the ground.
in any case, so it's hot. and a little dry. most people prefer a "dry heat" vs a "wet heat". however, you mentioned only an afternoon high of 86F...that's not hot really.
imagine if your temp was 86F and had 90% Relative Humidity.

Brasília isn't really that hot. And 7%~8% is just "a little" dry!? I don't remember what clouds look like!
But, yeah, I'm grateful I don't live in a humid city. I'd hate to be in the coast during the tropical wet season
