Nice way to hide the fact that they just want more info about you. Knowledge is power and that's the reason Google and Facebook make so much money.

It would be the above or to hide the fact that their web-programmer (assuming they have one) is too incompetent to solve the spambots problem himself. But I put my bets on the first option

I might have misunderstood, is the log-in authorizing them to be your Facebook friend or to pull personal information or something? If that's the case yeah that's kind of odd.

I'm not sure what is the case now. From what I remember from logging in using openId (such as facebook) is you automatically share your personal information. I am unsure if that is still the case right now as Facebook has been under a lot of pressure lately due the it's loose definition of privacy.
