I'd say trees are True Neutral. They don't really care one way or another.

In Seattle we have a tax on using bags at the store. Think it's like 5 cents per bag. Most people bring their own re-usable bags.

I don't really get why it's such a big deal to tax using the bags?

Why should I have to pay more money at the grocery store? To protect the environment? Yeah sure. We just had the biggest oil spill this country has ever seen and these pricks are trying to sell you that using a cloth bag will save the Earth. Maybe when the US government actually gets serious and stops riding the big black oil pen0r, maybe then I'll actually give a damn. Until then, stop passing the buck onto us for your failures.

5 cents to stop using plastic bags are you that fucking cheap? Do you know where most of those bags end up?

Wait. Hold on. I thought Lews suggested a reasonable proposal which both enhances a revenue stream at the city level and incentivizes people to use other means. The rest of your argument regarding the oil spill is anachronistic given that we've all been reliant on oil for quite a while. I'm not even sure where attributing the underpinning of your argument to his (and others, I'm assuming) failures is coming from.

Point is, even if most everyday consumers become more wiser and green in their activities, it's still not going to stop the more wealthy and influential to completely fuck up whatever small gains that were made with another disaster. And I don't think wars are very environmentally friendly either. But I guess people will always hope.
