I see nothing wrong with it, these are THEY'RE charts and not industry "top sales" charts. A artist should naturally love his music the best becasue they made it how they wanted to, if they didn't LOVE their music they aren't they doing something wrong?

Also, in todays competeive market promotion is key. So if they view the chart as another avunue to showcase they're work then whats wrong with that?

Any charts are promoting if you ask me.
I chart on RA to promote the sound I am feeling at that time.
If someone produces a track, they'd likely want to play it out too, right?

I don't see it as a bad thing at all.

A friend of mine who was just starting to make a name for himself at that time who is now really successful. He was beginning to learn the options for promotion.
