as i said, corruption here is institutionalized so we dont call it corruption. We call it doing business. But make no mistake that the only difference is that its done via legal channels. And remember that the government pretty much has the power to make anything legal (and illegal). Just something to think about when these cozy little surveys come out.

I blame parliamentary democracy. makes lobbying so much easier. corruption isnt just institutionalized -- its generated by business and government. its the underside of the official functioning, not some aberration or appropriated anomaly. you cant even separate government from business anymore -- and you cant separate either of these from the "business" of corruption. it include both the underhanded shit done by legal channels and all the stuff that is done by unofficial channels, all the networks of communication and exchange that are not officially recognized or dealt with. corruption is a way to deal with the enormous structures of control, ones so pervasive that they include all of business and all of government.

not really man. cops dont get paid enough, and even becoming a cop in Russia is a much more stable job than working in another industry. In Belorus i heard they have set up a secondary police force that monitors regular police, and these new guys are kept honest by giving them enormous paychecks.

Remember this joke :
