IMO, that's not convincing enough. From what I saw, there were only a few people that were on point but the one who stood out the most was the mechanic/body shop manager. Something like that.
That guy started reading the speech, stopped, than said SCREW IT. He then went on to point out THE TRUTH about the scene. He mentioned how it's not the music, it's THE PROMOTERS & VENUES who don't enforce tight security, there's no complete pat downs, and how some venues just turn a blind eye. He also said how the city of LA is now doing PSA's about it. You can tell he got their attention because they kept asking him questions. They asked him if he thinks PSA's work, he hesitated and said YES. That guy had an impact on the city council. You can tell, because at the end they kept referring back to him. He did an excellent job.

This wasn't a hearing or anything. Of course they want to hear ideas, and they will get their attention more. But these hearings take places all the time on different subjects and 90%+ of the people in those talk the same way. Just give their personal feelings.
