Ive won every time Ive contested a parking fine, theres a process you follow, start with the city of west hollywood website.

you fill in the info and if they believe theres a case to answer you go to a "hearing" which is just one person who asks you to swear that you're telling the truth. its worth your time for the $50 (well at least mine was, Im broke). good luck man.
