To quote a Leonard Cohen song, "I can't keep track of each fallen robin". If I knew the situation of any particular label that well, it's because I've heard of them (i.e. the average person such as myself knows who they are so they're already pretty big). Plus I don't want to name a name and imply that they're 'starving'. That would force me to shoot myself in the foot. 
Here's one way to find them: There are few directories on the web that list every label trying to get in the game. You know what I mean, those big indie lists and that link on hyperreal.org to a big list of labels. Plus every so often, there's one that snoops around in here "looking for producers" (say what you will about whether they're scams or not).
Yes, it'd be tough to find a label that has the right work ethic, that sits in a good spot between "too lazy/disorganized to be a real label" and "too big to deal with anyone without $$$ lawyers and Oakey/Tiesto connections."
