what's your dns set as right now? try primary try 8.8.8.8 and secondary 4.2.2.2

I've never had issues using utorrent with TWC/Road Runner. If anything, I'd overload my own computer's sockets and have issues through that (the effect is my computer would act as if there's no internet while the rest of computers on the same wifi router work just fine) requiring a reboot usually (I think sometimes I even have to reset my wireless router, too)...but that's my fault, not my ISPs.

I had the same thought about 'capping my pipes' but I don't believe that could possibly be true. Keep in mind twc is supposed to be capable of upwards of 18mbps (that's what speedtest showed me while the guy was here, anyway). Also, I have utorrent open now and paused all torrents but one which has only 1 peer and no seeds currently. I'm leeching at <10kbps and still my browser drops.

I'll try to just reboot the laptop as dave had suggested. Hopefully that alleviates it. I've rebooted the modem but that hasn't done anything.

See if this speed test gives you different (lower, more realistic) results.

My connection would die often with Time Warner so I switched over to FiOS for about 8 months now and never experience any connection issues. Check if they are available in your part of town! They do contracts though.
