P.S. it's normal that the nominal tax rate is lower in the core city, considering property value is much higher.
What should be considered is comparatable housing units, do they cost the same tax wise? I pay 3400$ a year in a suburb, if an owner with a similar house pays less or much less in the core, then it's definietly an issue.
Montreal is so mismanaged, that a similar unit will pay more taxes in absolute numbers, and the city still rakes up defecits... whereas my suburb creates surpluses and pays down debt.
