Yes, it's called a filter here. It's called a filter because one of its purposes is to filter loose weed fragments from entering your mouth when you toke. To be fair, only bad rollers actually use a filter for that reason. Anyone who knows how to roll properly knows how to roll the "mouthpiece" small enough to avoid that problem without a filter.
A "roach" is what's left of the joint if you don't smoke it down all the way. People who know how to roll properly, but also use a filter are usually using it specifically to avoid being left with a roach, as they intend to smoke the entirety of the joint. Most commonly when it's a joint being rolled for many (4+) heads, or a very small joint where you want as little waste as possible.
