It's hard for me to draw any kind of generalisation, as I seem to be very lucky and run into very few bastards, but in the few instances when I'm angry/disappointed at someone, I usually have a long and sincere conversation with the person - and I can't say I've ever regretted doing this. I think he's referring to Order of World Scouts, although it could be Oily Water Separator. We can at least rule out Overhead Weapon Station, because you're not from Israel.
