i find these genres for me hard to describe. But i do find that the second i hear a quantized drum beat that isn't meant to sound that way with other elements that just sound the opposite of laid back.

when i think downtempo , this is what i consider good. Granted that is totally a Bernard Purdy drum rip but still.

I always found the older stuff just better, groovier and i never really got the 90s ambient thing unless it was very electronic like apex twin.

i know you said 90s. This is just the standard i use I suppose. For me downtempo just sounds like heroin. And there was some pretty cool stuff like tricky and massive attack that had those really reverberant drums that sounded almost dub ish like they were going thru a roland echo tape delay.

Surprised there's no mention of Tipper on here yet. In addition to glitch and IDM he makes some pretty good ambient/downtempo as well. But I wouldn't call it soulful, bit more lush and twinkly.

Although if soul is what you're looking for, check out some of the works by Gramatik. He brings back a lot of that old skool funk and soul in his trip-hop tracks.

Some instrumental hip hop might have a similar sound to what you're looking for.
