Just as an FYI; all the flashy/valuable stuff the pope ends up getting are gifts, none of that is purchased by the Vatican. Moreover, under Roman law the pontif can neither refuse nor liquidate such gifts.
As for the Pope resigning, I view it very dimly. I'm not a huge fan of this pope; however, if one beliefs the doctrine then being the pope is a vocation that is above all others and one that necessitates a great deal of suffering and personal sacrafice. Deciding that he no longer has the strength to continue is essentially stating that he values himself (health, lifestyle, longevity, freedom, legacy, etc) over the vocation he must believe he was assigned by God (again, assuming the pope believes the doctrine). This would seem to be a rather arrogan, self-centred, wrongheaded and, to me as a Catholic, insulting decision on his part. All that said, I'm reasonably certain that we are not being given the full story here.
