you realize that ANFO is a mixed compound...... the AN part is very stable.... its when you mix it with the FO part (see diesel fuel for terrorists, and less volatile component for industrial blasting) then it becomes dangerous.

Unless some libertarian broke into the plant and dumped 40,000 gallons of diesel into their batching silo's, i doubt this was an ANFO explosion.
