I don't have the macroeconomic chops to offer you even a respectable opinion; my understanding of the provisions of the Act is probably myopic, but I am of the school that stripping long-standing regulation from banks = bad. And besides, I did a quick peek on who wrote the paper you linked and found this little gem:
