your facts are wrong... don't tell people stuff you're not sure 100%. ALL windows XP cds are bootable unless someone copied the files from a winxp cd first then burned another cd with the files off the hard drive... (not bothering making the cd bootable as some lame warez groups)!
90% of the time a cd won't boot is because your boot order is bad, put the cdrom first, then hard disk. 9.9% your cdrom is way too old and doesn't have the booting feature, 0.1% the cd is bad and you should get a proper version.
And of none of this works, get yourself 4 floppies (i think) and make yourself a nice set of bootable disks off the winxp cd...
