Yep in fact it was. The producer, Thor54 (aka Thor) used to run a label in the late 90's/early 2000's called Thule, which was basically a platform for a group of Icelandic producers (which also included Exos, Yagya/Plastic, Ozzy and Torul V) to essentially release dub techno (there was also a sublabel called AE Recordings). Some of the releases are quite sought after these days but some are very forgettable.
After the label stopped, the producers went their separate ways (musically, I believe they all remained good friends) with some in fact stopping to produce altogether. Thor, at one point in the early 2000's, started experimenting with other sounds like progressive and electro as minimal and dub weren't really fashionable at that time. Sadly, in my opinion at least, he wasn't so successful (if you listen to other works under the Thor54 alias most are not very impressive). So I believe that during that time, and even before, he produced a lot of tracks that never ended up being release (the Exos track featured here is also quite old).
Now there is new demand for their sound and these producers are active again (Yagya never really stopped an in fact was responsible for a couple of highly-acclaimed dub techno LP's like Will I Dream During The Process and Rhythm of Snow and has another one coming out on Delsin called Sleepygirls). They have launched a new label in collaboration with New York based DJ Amauri Arias, called Strobelight Network, and that is essentially the continuation of Thule and now the primary platform of their music. Old Thule releases are also getting repressed now.
I really wanted to post the track Sanasol - Hlylég (You're So Speciual Baby) but sadly can't find it on Youtube anymore. Sanasol was a collaboration of Thor and Yagya. but I will post the b-side instead. Ultradeep sub aquatic vibes.
They also have another alias called OZ Artists that is responsible for this masterpiece:
(I thought it'd be more interesting to post some of their non-dub techno work fyi).
