First off, I know the street where this happened - I often have to buy supplies from a place on the next corner and believe me when I say it's fucking ghetto, probably one of the roughest places I've ever been to. I mean looks like an apocalyptic film set on a good day. It's right off skid row and there's crack heads lying in the street, beaten up hookers, dealers everywhere and literally blood on the street some days.
When I first saw that vid, it looked like the cops just downed an unarmed guy, but if you look closely, or and at the other camera recordings, it's apparent there may be more to it.
According the LAPD cheif who held a press concerernece yesterday, they state the audio at one point sound like the officer is saying "he's got my gun, he's got my gun". They then blew up a still of a frame where the victim apparently is touching the officer's holstered gun. I couldn't really see it myself, but the audio does sound something like that.
Here's the still (not my hand obviously). The pinky is apparently showing the moment the victim has his hand on the officer's sidearm.

They also showed a close of the gun afterwards, and it apparently has a bullet lodged sideways in the chamber, jammed but poking out of the ejection port. They are saying that happens when someone tries to pull the trigger but due to the gun being holstered, the slide is impeded and the bullet wedges in the port.
While I'm no apologizer for the police who are too often, too heavy handed, and seem to be shooting waaaaay to many peopl these days, but one thing I will say, is that cops in that area have it really tough and it's fucking dangerous.
Weirdly, it's about one street away from where Zac Effron (the actor) and his bodyguard ran out of gas in their escalade. No one really knows what they were doing there and why they "ran out of gas" but they were both attacked within minutes and beaten so badly that Zac had to have his broken jaw (3 places) wired shut and his body guard spent weeks in hospital.

Again, it is based on the circumstances.
The officer, it seems, did not secure his weapon after briefly taking it out. That's why, however the person managed to do it, once there was contact with the weapon, the officer had to let the others know.
While it is true the four officers, not nine, had to do everything in their power to control the situation as safely as possible, the victim was not cooperating at all and became a major threat by trying and making contact with the officer's weapon.
The preparation of police officers is an issue though. I think I have commented on this in the past here. For the work they are to do, and specially in places like skid row, I think police officers are not given enough preparation/training and there aren't really that many requirements candidates have to meet to enter training.
