Excuse me? Up util today no single member of Bin Laden's Al Quaeda has claimed responsibility for neither the Kenia and Tanzania bombings, the USS cole assault, nor the 9/11 attacks. Hints, yes, official proclamation, no. Same thing happening right now in Bali: it IS very likely that al quaeda has got to do something with that but no1 has admited anything yet.

What would speak for a terroist is the effect of literally terroizing/frightening an entire area, making their lives miserable. On the other hand Terrorist have never chosen to have the psychological effect their main goal. First came a total destruction with as many deaths as possible, then, as a "positve" side effect, the fear that followed. That would be some change of tactics IMO...

I read in a newspaper on monday at work, about some French Foreign Legion Second Lieutenant going AWOL after taking a months leave on holiday in the states, the French government have informed interpol, it also said he's a crack shot aswell, think it fits in quite well with the letter in broken English aswell.
