Yes , many tracks played in nineties were released only few last years , one example is the track "prism - topaz" played by oakenfold in 99 and released only in 2015

Prism - Topaz was released with a bunch of remixes from an already known producer on a known label.
This is from a producer who no one has ever heard about.
The album cover and title is as cheese as it can get and doesn't reflect the sound of this track at all.

Whatever track Paul Oakenfold played in the 90's i dont it was "DJ Maddog - War-Saw".
Im not even convinced it was made by the same producer.

I understand but the sample in amazon is same as that track played by oakenfold , lets say its an obscure track from an obscure artist !
