Ah, makes sense. Didn't see the dot representing Seattle, so I assumed Bellingham was the new name or something. It seems the Denver metropolitan area also gets to be a (mega)City-State.

Also, it's a bit weird the rest of Cascadia would just kick Seattle out of the country (and Seattle would lose the opportunity to have so much influence on the rest of the region)... but then, it's their fault for giving the world Grey's Anatomy, so the ban is deserved.

That is the nation-state of Seattle, part of the UCAS....I forget the convoluted backstory that explain why that is, but it makes for Seattle being a great place to have your character and story based, since their is so much going on (kind of like Berlin when it was divided after WW2).
