It's supposed to say "Make America Great Again" in Russian, but I don't think it's grammatically correct. It reads like "Americas To Make Wonderful Again"... Not quite the same ring to it, I'm afraid.

Normally I'd say it looks too old to be that far in the future but given it's Russia they're commonly half a century behind. That and squatting on top of things wearing Adidas apparel never goes out of style (if you're a Slav). Squatting on top of an ATM is a serious boss move.
