Other than the different vocal sample I seem to remember it is literally the same track. I would try and listen to it one after the other to see if I could hear a different melody but I couldn't.

Well that sounds normal/logical. If you release 2 tracks (in the same genre) within a few months, it's inevitable that you will produce something which has similarities to the first track. You can find maaany exmaples.

After if you step back and check over 5+ years it's that true and many producers will evolve.

One producer who still regularly produce sounds like 20 years ago is M.I.K.E. Push.
On the other side, you can't compare what Tiesto & Armin van Burren produced 20 years ago to the noise they produce nowadays.

With the older tracks, a lot of it was down to marketing.

They had a track that was a hit, trance was popular then so the label say "Do another one of those" to try to cash in.
