As to how to get the ball rolling why not go up to floor where all the clubs are and just ask someone how they got theirs started and where to go....
Also instead of just one person going how about a bunch of us that do go to york u go together and check it out....

Maybe I can help although trance/electronic is extremely hard to do, I think we all know the politics, I gotta buddy @ york, he's a member of a community and they once in a while throw parties, all I remember is that they pay certain amount per room, not sure exactly about the cost, but there's a bar too, I'll go ahead and speak with him, if he still is involved.
