Try installing vmware, it allows you to run multiple OS's simultaniously so u can be running windows 98 within xp to make ur webcam work.

How does the program work? I just want to know before I get it. How easy is it to change between Os's, etc.?

It runs like any other program would, it just opens up another window that's running windows 98 within xp. I don't have the program anymore since I formatted, but it shouldn't be too hard to find if you look hard enough.
