It appears God does things according to his will. If the storm was not meant to develop and make landfall somewhere on earth, then it would not have formed. Nature continues on its divine course. According to the bottom passages, storms are both punishment and demonstrator of God's power. He decides, again according to whatever is his will.
Exodus 9:22-26
22 Then the LORD said to Moses, "Stretch out your hand toward the sky so that hail will fall all over Egypt—on men and animals and on everything growing in the fields of Egypt." 23 When Moses stretched out his staff toward the sky, the LORD sent thunder and hail, and lightning flashed down to the ground. So the LORD rained hail on the land of Egypt; 24 hail fell and lightning flashed back and forth. It was the worst storm in all the land of Egypt since it had become a nation. 25 Throughout Egypt hail struck everything in the fields—both men and animals; it beat down everything growing in the fields and stripped every tree. 26 The only place it did not hail was the land of Goshen, where the Israelites were.

5That day when evening came, he said to his disciples, "Let us go over to the other side." 36Leaving the crowd behind, they took him along, just as he was, in the boat. There were also other boats with him. 37A furious squall came up, and the waves broke over the boat, so that it was nearly swamped. 38Jesus was in the stern, sleeping on a cushion. The disciples woke him and said to him, "Teacher, don't you care if we drown?"
39He got up, rebuked the wind and said to the waves, "Quiet! Be still!" Then the wind died down and it was completely calm.
40He said to his disciples, "Why are you so afraid? Do you still have no faith?"
41They were terrified and asked each other, "Who is this? Even the wind and the waves obey him!"
