A "local scene discussion", should be created for an specific area (Russia and neighbour countries, in this case). This way, if there's an event in Kiev, for example, you guys can organise a meet-up. You can discuss about trance in the place you guys live in also, since you're close to each other. That's Swamper's concept about it, so even if you don't agree with it, we can't change his mind.
On the other hand, all users who live in other places (like US and Canada) won't be able to discuss about the local scene because of an obvious reason: they're not there. Obviously, there's the social factor (to keep in touch with people from homeland), but this is not the main goal of having a "local" forum.
I'm the moderator of the Ibero-American forum and most of the regular posters live either in the Iberian Peninsula or in Latin America. That's why we got this forum: this way, we can advertise about local events, organise meet-ups and talk about the scene in the place we live in. Obviously there are people from other countries (from Europe and North America), but if most people in the forum were from these places, how could the "local" discussion be? It would be just like a re-creation of the main forums, but in another language. What advantages would it bring?
