well its much easier to steal cc #s. Ive worked in retail before..and at small stores, all you need is the credit card signature slips..copy cc # expiry date and name on the cc(with a quick glance at the signature) and you're on your way 
Ive never done it before, but during those long days there my mind just runs wild and I came up with it hehe

yep, its a security feature implemented by cc companies to deter big losses. Because usually a person uses a stolen credit card to buy a big item(like electronics) and dispose of the card so it wont get tranced. Unfortunately, cc thieves are now getting a BUNCH of credit card #s and committing smaller charges so it wont be flagged. Use them twice and then dump the numbers
