dave the change was effetive immediately on nov 30th this year. BUT positiva had already sent the forthcomming singles to be pressed before they knew about the rule change, so some fo the forthcommings are in the 20 minute rule still. jay dee - plastic dreams is the first positiva track to get the 40 minute treatment, which is out this month.
another example of the 40 minute rule already in action is a&b's dirt devils - music is life which featured all the mixes in full length +2 radio edits + video, unlike the released vinyl, which had the 3 mixes (original, jono + pos, DD twisted mix) all edited!!!!

ATRC will make the top 40 for sure, its getting huge airplay here now, and has been added to radio 1's 'C' playlist. It is infact predicted to hit the top 20!!!
All the mixes are guaranteed to be full length (apart from the radio edit obviously)
as for why the markus mix was not included on the cd..
the cd singles tend to have more commercial buyers compared to vinyl (im actually a cd collector by the way), and it is thought the markus mix would not appeal to those buying the cd, where as the chillout mix would offer something different out of the mixes. as dave said, the above & beyond mix because it is exclusive to positiva, and the sweeping strings because its obviously the most popular mix and arguably the best mix.

p.s as for the price issue. all positiva releases should cost £2.99 on each format, and if your paying more then you're being ripped off!
remember if your a UK student, you cna get a 10% discount off on top!
so you can get the cd for £2.70 or both vinyls for £5.40!

there's no real rare tunes on positiva, especialyl from 1998! the only rarer ones are the vinyls from 10 years ago when the label first started.
positiva press huge amounts compared to most dance labels in the uk as they are a mainstream dance label, and not an underground trance label. remember positiva are a chart label, most of there stuff goes top 40, if not higher. theyve had several no.1's in the uk charts etc etc, therefore due to the enormous amount of pressings, the tunes are not in demand / hard to find.
the only reason the vinyls from 1993/94 are rare is because they have obviously worn and not been repressed, otherwise if they had the durability of cds, they wouldnt be as rare. of course there were alot less pressings back in the starting day of the label, but still a significant amount.
also take in to account positiva have a massive promo list for vinyl and cd dj's. even the promo's arent considered that rare tbh.
